Рroject “Transportation Master Plan in Kyiv region”

The project aims to achieve sustainable development of the Kyiv region by developing and implementing a comprehensive Spatial Development Plan, as well as restoring and enhancing transport infrastructure for the post-war reconstruction of the Kyiv region.
Partners in the Republic of Korea: Ministry of Land, Infrastructure and Transport (MOLIT), Korea Overseas Infrastructure & Urban Development Corporation (KIND), HAN-A Urban research institute (HAN-A).
Project partners in Ukraine: Ministry of Development of Communities, Territories and Infrastructure, Kyiv Regional Military Administration.

The objective of the component “Restoration and Enhancement of Transport Infrastructure for the Post-War Reconstruction of the Kyiv Region” is to develop the “Transport Infrastructure Improvement Plan,” as well as “Comprehensive Spatial Development Plans and Transport Modeling for the Restoration and Development of the Kyiv Region and the City of Kyiv, Ukraine.” These plans will help transform the Kyiv region into a sustainable entity capable of handling future urban developments, including an Integrated Smart Mobility System.

Project ‘Master Plan for the Smart City of Uman’

The project is being implemented with grant funds from the Ministry of Land, Infrastructure and Transport of the Republic of Korea (MOLIT).
The city of Uman is the only Ukrainian winner in the K-City Network 2023 global cooperation program competition. To date, the “Uman Smart City” project is one of the flagship initiatives marking the beginning of intergovernmental cooperation between Ukraine and Korea, alongside the development of Ukrainian airports, the renovation of the Ukrainian railway network, and the reconstruction of the Kakhovka Dam.
Partners in the Republic of Korea: Korea Overseas Infrastructure and Urban Development Corporation (KIND), Korea Water Resources Corporation (K-Water), HAN-A Urban research institute (HAN-A), KPMG, Cheil Engineering Co, Ltd.
The project partner in Ukraine is the NGO High-Tech Office Ukraine.

As part of the project in Uman, a Master Plan for “Uman Smart City” was developed with the participation of Korean and Ukrainian experts. This plan encompasses various sectors, including economy, security, mobility, environment, renewable energy, infrastructure, tourism, and the construction of a dedicated smart microdistrict. Additionally, a business model and a financial resource mobilization plan were developed to facilitate the creation and management of the smart city.
Furthermore, based on the practical implementation of the project in Uman, an empirically tested model of reconstruction and development will be offered to other cities in Ukraine.

The project "Water for the Future: Modern Standards for Water Infrastructure Restoration"

The project is implemented thanks to a grant from the Slovak Agency for International Development (Slovak Aid).
The project partner is a Slovak company ESOL s.r.o.
The project partner in Ukraine is the Ukrainian Association "Ukrvodokanalekologiya".
Project amount: 127,425 euros (grant from Slovak Aid and co-financing from the Slovak company)
Duration: from September 1, 2023, to August 31, 2024
As a result, Ukraine, on behalf of the client (Association of Water Supply Companies of Ukraine), receives a comprehensive document "Standards for the Design and Construction of Water Management Infrastructure" (water supply, water discharge, wastewater treatment).
This document is an industry plan for the post-war reconstruction of Ukraine, which is the basis for the restoration of water supply infrastructure and the creation of conditions for the entry of global capital into comprehensive development projects.
The document will be developed with the participation of European and Ukrainian experts.

Project "Renovation of the sewage pumping stations in Uman"

The project is implemented thanks to a grant from the Slovak Agency for International Development (Slovak Aid). The project partners are the Associations of Water Supply and Sewerage of Slovakia and Ukraine, as well as the water utility of the city of Uman.
Project amount: 125,665 euros
Grant from Slovakia: 95,665 euros.
Co-financing from Uman: 30,000 euros.
Implementation period: October 1, 2023 - October 31, 2024
As part of the project, technological equipment was installed at 3 sewage pump stations, as a result of which electricity consumption will decrease by 30-40%. Due to the reduction of the consumed pump power (while simultaneously increasing the productivity of the equipment), significantly less energy-intensive generators can be used during power outages. The installation of intelligent automatic pumps will reduce operational costs associated with frequent repairs and system blockages and will also reduce labor costs.

Project ‘Development of a feasibility study for the phased modernisation of the heat supply system in Uman’

The project is being implemented thanks to a grant from the Slovak Agency for International Development (Slovak Aid).
The project partner is the Slovak company Intech Slovakia, s.r.o.
Project amount: EUR 34,790 (grant from Slovak Aid and co-financing from the Slovak company)
Timeline: October 2023 - July 2024
As a result of the project implementation, the city of Uman received a new strategy and an optimised scheme of heat supply for the community, taking into account the innovative experience of European experts who have experience in converting these systems to alternative energy sources.
BYC experts were involved in searching for and negotiating with a foreign partner, regulatory support.
Project ‘ENERGY SECURITY - Modernisation of boiler houses and district heating networks with conversion to biofuels’

The project partner is a Slovak energy group that has been successfully operating in the field of energy efficiency since 1996 and specialises in optimising energy resources and energy systems, energy distribution and consumption, and the use of renewable energy sources. They have extensive experience in using biogas and biomass combustion in their own energy facilities. The company operates district heating systems in 8 cities in Slovakia, which are among the most modern in Europe.
To date, the project has already been implemented in Bilopil City Council (Sumy region). The project attracted about €500,000 in investments. As a result, a solid fuel boiler with a capacity of 2 MW was commissioned in 2021.

- Development of an analytical legal opinion on the analysis of Ukrainian legislation in the field of attracting foreign investments in the economic sector of Ukraine (the opinion formed the roadmap for the implementation of the investment project);
- Support for the step-by-step implementation plan (roadmap), representation of interests, and full communication with local authorities;
- Conducting due diligence of community assets interested in implementing investment projects;
- Support for registration actions involving foreign and Ukrainian beneficiaries to create a legal entity with foreign capital in Ukraine to manage the pilot project in Ukraine;
- Development of lease agreements for communal property (between foreign investors and local governments);
- Representation of foreign investors before Ukrainian banks (in the context of the investor's credit obligations).
Project "Safe Water for Rivne"

The project won within the framework of the competition announced by the Ministry of Foreign Affairs of Slovakia and the Slovak Agency for International Cooperation and Development (SlovakAid).
The project was implemented by the Associations of Water Supply and Sewerage of Slovakia and Ukraine in partnership with Rivneoblwatercanal.
Project amount: 251,093 euros (grant from Slovak Aid, co-financing from Rivneoblwatercanal)
Duration: September 1, 2021, to November 31, 2023
As a result of the project implementation, a facility for the production of sodium hypochlorite - a safe agent used for water disinfection before its supply to the water network, was installed at the enterprise's facilities.
The in-house equipment installed at one of the enterprise's largest pump stations - "Kyivska", not only enables independence from the monopolist manufacturer but also helps save about 60% of the amount of money that Rivneoblwatercanal spends on water disinfection.
The own installation satisfies 50% of the total need for sodium hypochlorite and ensures the uninterrupted operation of the enterprise.
In addition to the grant funds, for which Rivneoblwatercanal received its own equipment, additional financing was allocated by the Slovak Agency for International Cooperation and Development (SlovakAid) within the project "Support for ecological management of water resources in the city of Rivne during the state of war". With these funds, additional equipment was purchased – a gate valve (Du800 mm) with remote control electric drive.

Project "Safe water for the city of Kherson"

The project won within the competition announced by the Ministry of Foreign Affairs of Slovakia and the Slovak Agency for International Cooperation and Development (SlovakAid).
The project was implemented by the Water Supply Associations of Slovakia and Ukraine in partnership with KhersonVodokanal.
Project amount: 110,000 euros (grant from Slovak Aid, co-financing from KhersonVodokanal)
Duration: September 2019 - January 2021.
KhersonVodokanal became the first water utility in Ukraine to receive grant funds for the implementation of a “solid project.”
As a result of the project implementation, an installation for producing sodium hypochlorite - a safe agent used to disinfect water before its supply to the water network, was installed at the enterprise's facilities.
The own installation not only allows achieving independence from the monopolist manufacturer but also helps to save about 60% of the funds that the enterprise spends on water disinfection and to provide safe water to about 100,000 city residents (1/3 of all residents).
The equipment for the production of sodium hypochlorite has been saving the lives of the residents of the occupied city of Kherson since February 24, 2022. Kherson was occupied from March to November 2022, it was not possible to import any reagents and carry out annual disinfection of water supply networks, but thanks to its own equipment, KhersonVodokanal could provide round-the-clock supply of safe drinking water that met all the requirements of State sanitary rules and standards.

Project "Modernization of public transport in Kherson"

The project is being implemented with loan funds from the EBRD.
Timeline: December 2018 - February 2022 (due to the full-scale invasion of Russia into Ukraine and the commencement of hostilities, work on the project was temporarily suspended).
Within the project framework, it is planned to purchase 50 trolleybuses, carry out infrastructure modernization, develop a sustainable mobility plan, and also develop documentation for holding an investment competition to implement the "e-ticket" (a system of automated fare collection in public transport of general use), as well as conducting an information campaign and a campaign to involve the public in the implementation – a separate project "Public Initiative Transport. Reboot 2.0"
Project budget:
- €10,000,000 loan for the purchase of 50 trolleybuses,
- €1,500,000 grant for infrastructure modernization,
- €150,000 grant for the development of a sustainable urban mobility plan,
- €460,000 grant for project implementation support,
- €8,500 grant for the development of the city's bicycle infrastructure.

Project ‘Energy efficiency in public buildings and street lighting in Kherson’

The project is being implemented with a loan from NEFCO
Terms: 2019 - 2021 (due to Russia's full-scale invasion of Ukraine and the outbreak of hostilities, the project was temporarily suspended).
The project envisages a set of energy efficiency measures in 4 buildings of the city's largest hospital, and the replacement of 4,735 street lamps on 84 streets. As a result of the project implementation, the city budget expenditures on street lighting and energy costs for the hospital were reduced by 50%.

Project "Conducting a scientific study of public drinking water samples"

The project was implemented by King’s College London, the Ukrainian Association of Water Supply and Sewerage Enterprises "Ukrvodokanalekologia," and the Scientific and Technological Complex "Institute of Single Crystals" of the National Academy of Sciences of Ukraine.
Duration: May - September 2021.
As a result of the project, water sample research was conducted in 10 cities of Ukraine with the aim of developing early warning, response, tracking, control, and reduction of the prevalence of water-related diseases and improving water resource management.

Implementation of pilot projects "Automation of drinking water metering in municipalities with the involvement of investment funds" (Smart metering)

Pilot projects were implemented thanks to the cooperation of Kyivstar company and KhersonVodokanal and RivneOblVodokanal.
Kherson timelines: April - September 2020, Rivne: August – December 2021.
As a result of the project implementation, based on NB-IoT technology, it allowed for automated collection, accounting, and processing of data from water supply sensors in twelve multi-story buildings in the city of Kherson and eight multi-story buildings in the town of Kvasyliv (Rivne community) in a test mode.
For this purpose, within the project, new model water meters with modems operating on NB-IoT technology were installed in the buildings. The "smart" equipment collects data about the volume of water supplied at a given time and sends it for processing to the server of the management company through specially developed software. A separate Kyivstar VPN network is used for device operation.
Smart metering not only automates the process of data collection, their processing, and management but also automatically detects emergencies in the transport network with a notification system.
Thanks to NB-IoT technology, modems can operate on one battery charge from 7 to 10 years.
Despite the reinforced concrete foundation in the basements, the signal level of the technology is very stable, as successfully confirmed by the results of the pilot project.
From the experience of implementing NB-IoT projects by Kyivstar company, the average calculated savings using smart metering solutions are about 17-20% of all operational expenses. It is important to consider that the size of the economic effect depends on the scale of the IoT solution. Kyivstar experts, together with clients, conduct diagnostics of current business processes to identify opportunities for transforming current processes, which will lead to the minimization of expenses, reduction of the production cycle time, and increased stability of enterprise operation.

Implementation of new approaches in the management of Kherson Vodokanal

Implementation of Scrum technology for solving a range of tasks:
Optimization of technological cards of main production processes and customer interaction processes.
Development and implementation of language modules in all departments interacting with consumers.
SEO analysis of online platforms, development of recommendations for appropriate adjustment of the website's technical implementation, creation, and filling of web resources with text, graphic, and video content.
Conducting training for the enterprise's PR specialist to improve the quality of information campaigns, development of conflict management competency, skills in strategic communications, and reputation marketing.

Project "Providing legal services for agricultural enterprises"

Within the framework of the project, legal consultations were provided on the matters of support for agribusiness enterprises in Luhansk, Donetsk, Kherson, Mykolaiv, and Zaporizhia regions. With the onset of a full-scale invasion by the Russian Federation, legal consultations were given regarding the support for the relocation of business of ERA beneficiaries according to the contract with DAI Global LLC USAID Economic Resilience Activity and DAI Global LLC USAID ERA Ukraine International technical assistance project "Economic Resilience Activity."
Duration: January 2021 - September 2023.

Cooperation with NGO

We provide ongoing institutional development consulting services to two Ukrainian NGOs: the Ukrainian Seafarers Union and the Association of Mothers and Wives of Ukraine’s Defenders.
Both organizations are leaders in their respective sectors within Ukrainian society. They exert significant influence on the actions of central and local governments, provide essential services to their beneficiaries—Ukrainian sailors and the families of servicemen, respectively—and continue to develop as truly independent, active, and influential civil society organizations.
